Make sure iMessage is turned ‘ON’. Now, when you send a text and using wi-fi your outgoing message bubbles should appear blue.

If an outgoing message appears as a green bubble then you may not be using wi-fi. In which case, your message is being sent over your carrier’s network (which will count as usage).
